Reporting to the Director, Social Services, the Children’s Services Manager is responsible for the effective and efficient delivery of children’s services programs. The Children’s Services Manager will provide leadership within the context of an integrated Social Services team. This position is responsible for the administration and monitoring of Ontario Early Years Child and Family Centres and Capacity Building for the Early Years System as well as oversight for the service delivery of licensed child care, family support services, special needs resourcing, wage enhancement, and other initiatives. This position provides advice, direction and guidance to service providers who deliver municipality-funded services to children and has awareness and knowledge of community resources. This position plans, directs, monitors and evaluates child care service system resources and ensures services are provided in a cost effective, responsive manner, in accordance with the policies of the municipality and applicable legislation. The Manager leads existing and/or new community planning initiatives and/or programs intended to support system stabilization, transformation, and enhanced, high-quality services for children and their families. The position works closely with respective school boards to ensure that school-based child care spaces are aligned with local need. Manages the development and monitoring of policies and procedures to ensure the practices of the division reflect corporate, municipal and ministry guidelines and incorporating current research, thereby allowing staff to meet the commitments of their positions and expand the system to meet community needs. Works in partnership with a range of internal and external community-based services and organizations to maximize coordination of services both internal and external. Identifies and addresses needs, gaps and/or duplications of services and maintaining a high level of visibility as spokesperson. Manages the annual Purchase of Service Agreements for child care programs and determining the eligibility of new applicants for agreements, while safeguarding service excellence e.g., quality assurance inspections and operating criteria as approved by the Ministry of Education. Participates in the preparation of the department’s provincial and municipal budgets including participation in discussions with the Ministry of Education and the Finance Supervisor as well as the Director of Finance. Monitors program expenditures against approved budgets.
Credentials: Graduate of a recognized university in Social Sciences, or Public Administration with experience in Social Services or an acceptable combination of education and experience. In-depth knowledge of the child care, early childhood education and family resource program sectors. Understanding of the Child Care and Early Years Act, 2014 and related provincial legislation and policy direction. Budget management. Valid Driver’s License – Class G.
