Reporting to the Chief Administrative Officer, Council and its Social Services Committee, the Director of Housing directs a series of programs for good government, community service and public protection. Specifically, to ensure the effective management and administration of all “social & affordable” needs in a Housing Department including assisted rental, non-profit, affordable housing programs; Homeownership program, Ontario Renovate Program and the 10-year Housing and Homelessness Program. Presents policy advice, information, options and recommendations to Council, its Standing Committees, notably the Social Services Committee on the prospects for governing, serving and protecting the public. Carries out Council’s decisions that are based on goals, strategies and work plans, and expressed in by-laws and resolutions. Meets regularly with Social Services Committee to provide activity and occurrence reports and to receive policy direction when priorities change. Keeps Committees, Council and the Chief Administrative Officer informed on matters that are of more than routine interest. Abides by the principle of keeping elected people abreast of issues so they can be accountable to their constituents, without getting involved in administrative detail. Supports strong corporate management and administrative practices that help the municipality achieve its purposes in the prevailing provincial/municipal relationship. Ensures services, required by legislation, are provided to tenants, government/non-profit groups. Carries out Council’s decisions that are based on goals, strategies and work plans, and expressed in by-laws and resolutions. Works with other Department Heads on the development of consistent corporate management and administration policies. Manages staff. Supervises the preparation of annual operating and capital budgets in addition to five-year capital forecasts.
Credentials: Honours Degree in Public Administration. Extensive senior experience in municipal housing, assisted rental housing and social services, or, alternately, an appropriate mix of education and experience in the housing/property management field. Financial management and analysis skills are necessary.
