Reporting to the CAO, the Deputy Chief Administrative Officer (DCAO) provides strategic information and advice to the CAO and to Council. The DCAO assists with managing the day-to-day affairs of the municipality, functions with a high degree of independence and is designated to act as the CAO in the CAO’s absence. As a member of the Senior Management Team the DCAO is a collaborative leader who fosters innovation and proactive strategic thinking. Provides visible and positive leadership to staff that develops and fosters an inclusive and respectful work environment and high functioning staff teams. The DCAO typically provides corporate leadership and functional oversight to a number of departments (e.g., Economic Development, Tourism and Culture, Transportation, etc.). This position leads the implementation of Council direction for assigned departments that is consistent with the vision, mission, values, and the Strategic Plan of the Corporation, recommends corporate policies, develops and assesses management operating policies, procedures, work systems, methods and standards, and reports on performance taking corrective action where necessary. The position also develops, manages, and monitors complex capital and operating budgets and financial reporting including variance mitigation and sustainable long-term financial strategies for the service areas.
Credentials: Post-secondary degree in a related discipline such as engineering or planning and extensive experience in a municipal government at a senior management level. Extensive experience related to the duties listed above. Knowledge of the Ontario Municipal Act, Planning Act, and specific related legislation for transportation, public works, public safety, and engineering regulations.
