Buyer
Reporting to the Procurement/Purchasing Manager, the Buyer organizes activities involved with the procurement process for the supply of goods and services. This can include performing large-scale centralized purchasing or contract administration for a multidepartment unit, preparing and issuing requests for quotations, tenders, proposals, expressions of interest, requests for information and pre-qualifications, and negotiating purchase contracts. The position assists with preparation and maintenance of procurement templates and technical specifications, summarizes, evaluates and recommends award of contracts to various departments for compliance, assists with preparation of recommendations for award of tenders and Requests for Proposals, negotiates purchase contracts, often complex and occasionally highly technical or confidential, for items, materials or services specially designed for the user group. The position also assists with administration of contracts throughout the duration of projects which includes monitoring vendor performance, revising contracts, renewing bonds and insurance; reviews with individuals on their requirements, determines potential sources for the supply of goods and services; recommends the best procurement method and integrates purchases with other departments, where applicable; troubleshoots purchasing related problems with departments and accounts payable staff; responds to inquiries from user groups, contractors, elected officials and the public on procurement policies, procedures, services, products, tenders, and proposals.
Credentials: Professional Purchasing designation (i.e., Ontario Public Buyers Association Certificate Program, Certified Public Purchasing Officer (C.P.P.O), or Certified Professional Public Buyer (C.P.P.B)) or similar designation. Demonstrated knowledge in accounting principles and procurement procedures normally acquired by the completion of a two-year Community College diploma in business administration or related field, or an equivalent combination of education and work experience.
