Step 1: Send an email
Please send an email to [email protected] with the information below. When we receive the information below, we will register you into the system. If you receive an email from the system advising you that you are registered, please forward this email to [email protected].
Your account will not yet be active.
- Organization Size – number of FTEs
- Confirm you are a member of OMAA and/or muniSERV
- Name of the Organization/Municipality
- First and Last Name of the CAO (Account Owner)
- Full Street address of the Municipal office
- Email Address to register for the CAO/Account Holder

Step 2: Login to your account
We will activate your account and send you an email from [email protected] advising you that your account is now active and that you can Log In. The email will contain the Password that has been created for you. When you receive notice from us that your account is active, please log in here.

Step 3: Add users
Once logged in, you will see a “Manage Members” button. Click Manage Members. Enter the email address of the persons that you are inviting to join. You must also click on which type of membership they will have – “Member” or “Manager” (see notes below)
The following details can be shared with any invited members.
Invited Members will receive an email with a link inviting you to join the Municipal Compensation Database system. Click on the link and register your information and create a password. As soon as you complete this process, you will receive access to the system and can begin entering data immediately. Make a note of your password. We do not keep a copy.
To enter data, find the link at the top of the page that says “Survey” or click the “Update Survey” link in the middle of the page as shown below. This will take you directly to the various survey parts and data can now be entered.
The MCD system is currently on the development server. It will be transferred to the live cloud server shortly. When you log out and then later log back in (and whenever you log in, until the system goes to the live server), you will need to take the following step:

This will take you to the system Log In page. Log in with you email address and your password.
As soon as the system is converted to the live cloud server, we will advise all Users and the preliminary step will then no longer be necessary.
Once again, please note that this is not the way the system will be accessed once it goes live. The entry point will be through a link on the muniSERV site. This is only for the Founding Members before the system goes live.
